It is a three episode magical girl action OVA based off of the 2004 live action film adaptation of Cutie Honey, which was directed by Anno_Hideaki who returns to direct this anime as well. Although he is the main director, each episode of the OVA has a director of its own leading to each episode having its own style even though they are part of one continuous narrative. The anime was written by prolific playwright Nakashima Kazuki in his first anime script. It is notably the first time Nakashima and animator Imaishi_Hiroyuki, who directed the first episode, collaborated. The two of them would go on to make Tengen Toppa Gurren Lagann and Kill la Kill together, the latter show is also inspired by Cutie Honey. The characters are designed by Hiramitsu_Tadashi. The music is composed by Ueda Susumu. An organization called Panther Claw, consisting of superpowered villains, has been wreaking havoc in Tokyo. The tough female police inspector Aki Natsuko is tasked with bringing them to justice but even she is unable to stop them from continuing to trash the city. However, the Tokyo police force is assisted by a mysterious cosplaying young woman who goes by the name Cutie Honey and she proves to be much more effective against Panther Claw. Natsuko is intrigued by this new mysterious vigilante and sets out to investigate her as well. As Honey battles against Panther Claw, she is also followed a man, who claims to be just a reporter named Hayami Seiji, but seems to know much more than he lets on. Like the 2004 live action film, this incarnation of Cutie Honey is notable for reimagining and redesigning Aki Natsuko as an action heroine who is as prominent as Honey even though she has no special powers. Like other incarnations, she develops a strong and very close relationship with Honey.
