The character is named after a common racial slur directed against Japanese, usually used by Chinese people. In Chinese her name is read as (Rìběn guǐzi) Japanese Devil, and the slur was popularized as a result of lingering anti-Japanese sentiment, born from Japan's brutal occupation/invasion of China during the Second Sino-Japanese War. The racial slur is most commonly used during times when anti-Japanese sentiment is especially high, frequently appearing in political demonstrations. At the same time, the Japanese reading of this slur (Hinomoto Oniko) sounds a lot like a girl's name, so group of netizens decided to turn this insult into something positive by creating moe female characters with this name, so a group of Japanese netizens created a wiki on October 19, 2010, with the title “Let’s turn the Chinese moe-moe by making a character called Hinomoto Oniko!” The creators hope that whenever netizens search 日本 鬼子, they will instead be greeted by cute female characters as opposed to anti-Japanese political demonstrations. The project is intended to be apolitical so characters who are created to express any sort of political sentiment/comment are discouraged. Hinomoto became a highly popular and memetic character, spawning fan art and videos, and was turned into a Utau Vipperloid character complete with a theme song called Hakumei. This response to the slur surprised many Chinese to the point that news articles were written about the phenomenon.
