Let's analyze: You're probably not making fun of anime, since your name is anime-themed. You're also not that knowledgeable on Touhou, are you; Touhou isn't an anime. They made some anime out of it, but only one episode if I'm not mistaken. If I'm mistaken... then whatever, I didn't like it enough to look for more.

Flandre's wings are speculated to be artificial, though that's probably not true since they flap in EoSD. Perfect Memento in Strict Sense states that they're not like any other being's wings and are not capable of flight, she just flies like any wingless character does.

In conclusion, Flandre's wings are likely a design choice on the thought that she is supposed to be an unusual creature even for a vampire.
