No, the only real voice-work for Touhou would be a fan-work and Patchy was voiced by someone different in that. The joke here is that they're both bookworms with similar hair color and style. That and they both have some kind of physical short-coming (Yue has to go to the bathroom every few minutes, Patchy has asthma among other problems).
