Well, to clear things up:

1. The girl is Urara (engl. name: Ursula); she's a contest rival of dawn and appears sometimes in the later DP episodes

2. The artist is Giovanni. All the pictures in this style are by him, but unfortunatly all of them are tagged as kageta here - THAT IS NOT TRUE.
(Nothing against kageta, but in my opinion Giovanni's artworks are way better.)
