how to do stuff like this:
1) take screenshot of that video frozen crossing
2) open it in photoshop cs5
3) do the filter cutout, play with parameters untill it looks nice
4) backup the layer and use special brushes to make it look like a drawing. (hardest and longest step)

well maybe the artist just took the screenshot and drew over it with normal brushes, thas the cheaper version
