They're just a voice program, guys - this isn't from a show and because Crypton wanted users to have creative freedom to depict them as they want, no relationship has ever been established by the publishers. Officially, they aren't depicted as twins, but because their voice was produced by the same person, their names, Kagamine, literally mean "Mirror Sound".

Anyway. The publishers left it open ended so that you could make of it whatever you wanted. So technically this could be either twincest OR selfcest.
