Different authors draw the ribbon with different colours. I've seen Marisa with white, red and blue ribbons.
What I would say to confirm that she is Marisa and not Yukari is: Yukari normally wears 2 or more ribbons in her hair, while Marisa always has one; and Yukari's eyes are purple, while Marisa's are yellow.

The hair Marisa ties with a ribbon is braided, and on the left side of her face. Yukari has ribbons on both sides and does not braid it (this ribbon is on the right side of her face). Also if you look at Yukari's portraits in the fighting games, her eyes are yellow. This is Yukari.
