But is her skirt long enough for his to sit on it? The whole point of underwear is for hygiene, so if she can't sit on her skirt then she'd be having her vulva against the chair, which would make it prone to infections. And even then pleated skirts are a pain to wash, so it's still easier to have panties on since then she can just wash those.
