There was never any indication that he was gay. Nor was there any for the Ginyu Force or Frieza either. They do come off a bit as effeminate or flamboyant though. But TFS had a running gag of not too subtle innuendo suggesting he was homosexual but with a punchline revealing that he was straight. Ultimately his sexuality didn’t matter because it wasn’t relevant to the story and he dies anyway. He’s pretty reminiscent of General Blue from Red Ribbon though, being a bad guy following a short tyrant who Bulma found attractive but he was definitely gay.

I mean, being an alien, there's no telling if Zarbon was actually male in the biological sense to begin with. After all, Namekians outwardly appear to have male characteristics, yet they have no actual gender and asexually reproduce. The same with King Cold, who produced Frieza asexually.
