It's technically futa because the artist gave the character breasts. It's like all those images where traps are given breasts.

Once and for all: It's not futa unless they have both sets of genitals. Flea is not a futa, as is apparent from the other images of him/her.

I guess in the japanese version the running joke was...
Frog: be carefull, he's no ordinary man...
Flea: I'm a girl thank you....jerk...
in english they changed flea gender to make the joke different, also they make Frog a total jerk becuz in the japanese he and slash had a mutual respect kind of relation as both are swordsmen and the only one who could use the slasher is frog, in the meantime when in chrono cross you fight the mystical knights in the bend of time you see Ozzie Slash and Flea like they should look like anew... Slash is a kind of djinn, Flea is a sorceress, with big assets...and Ozzie...well, he didn't change very much

In the Japanese version, Frog STILL called Flea a woman.
And Flea replied in a girlish dialect that he was a man.
Flea is a shapeshifter. You first see him taking the form of a bat.
So "he" simply became a woman with that power.
This is the case in both launguages of the game.
