TSA wouldn't care about a lady being stuffed in the overhead luggage rack by a dude in only his underoos as long as she didn't weigh too much. But the underwear bandit would still have to be pat down, take off his nonexistent shoes, and God forbid he has bottled water with him. He might get arrested for having more 1/5 of a cup of water left in a bottle that he bought at a kiosk 20ft away from the TSA checkpoint
