A paper girl with darker hair would probably suit that cosplay more. I’m sure there’s someone in Naruto that fits that description.

Tsunade looks more appropriate as a Power Girl maybe, a character that has a heavier emphasis and focus on chest and is blonde to boot.

However the marking on her forehead and the hairstyle itself is at least a decent match.
