I guess he means better in terms of the physical because she’s better than her in sister in most other aspects. That line would probably suit Fubuki more since has concerns about not being the best and being lost in her older yet ironically smaller sister’s shadow.

Tatsumaki probably should’ve gotten some line about this being grown up or adult stuff and no place for someone so young since she’s got a complex about that sort of thing. But that’s just my personal opinion.

I think it's exactly that. Since she's not physically on the same level of her sister the director casts doubt on her "physical abilities" also. If you know what I mean. ;)
