If you refer to the recent manga arc Mineta was a surprise, as he and Mina held up greatly in a 2 vs 3 melee. He even shielded Mina at some point which caused him to touch her inadvertedly... and be punished by her when for once he didn't deserve it!
Mineta can be a fun side character when his pervy side is toned down.
