To DragonMech: This is most likely in reference to a mechanic in Fire Emblem Fates in which you can pet characters you like, using the 3DS's touch screen, to get them to like you more.

Though it's weird and ridiculous (and a bit out of place), part of the joke here may be that Isabelle happens to be the sort of character for whom petting is not that weird and ridiculous due to her being a small dog.

i think the joke is more about how the petting part was taken out of NA release, which is why they say they cant do that over here, plus the whole her being a dog thing

Actually, petting was kept in the North American release of Fates, just changed so it can only be done with a unit the player is married to.

Nah in the non JP versions the only time you can "pet" anyone is when your S-Support partner falls asleep, in which you rub them to wake them up

You can also just slap them to wake them up abruptly and they will react differently
