It's originally an ugoira converted into video. Ugoira = animated image format on Pixiv using HTML5 canvases for high quality

Yeah, regardless of how shitty the frame rate is, it's technically animated as it is a series of frames in sequence that portray movement. It's awful animation, but it technically falls under the category.

Well, the artist doesn't really refer to these as animations, rather, he seems to consider them a series of "scenes". Though take that with a grain of salt since his English is terrible. He did try actual animations a couple of times, but they didn't come out that well, and nothing was ever heard on that subject since...
