Depending on what level Laharl is during this encounter Tifa likely stands very little chance. Her peak damage for doing a limit break is 69,993. Laharl could have much more than than pretty quickly with the right gear/levels. And since Tifa's max HP is 9999 no matter what, Laharl could ice her at fairly low level.

Also, time for some context:
This is a crossover with Kingdom Hearts at the center of the story. Sora's mom drops him off at Girl Rikku's house (who is now normal size for some reason), and runs off to do God only knows what. Girl Rikku however, is having a bunch of other girls (including Kairi, whose now-nonrecipocated affections for Sora border on sexual harassment) over for a girls-only sleepover. However she has no choice but to let Sora stay, since his mom ran off in a hurry. The girls attack Sora with pillows, a battle he easily wins with reaction commands. After, Girl Rikku decides to order a pizza.
Etna intercepts the call somehow, and decides to make some mischief. She calls Guy Riku, who now works at Pizza Hut, and tells him to spike the pizza with a love potion. Guy Riku, seeming to owe Etna a favor or something, has no choice but to comply. After hanging up, Ansem (KH1) shows up behind Etna and possesses her.
Riku nervously delivers the tainted pizza and sulks off. The girls rabidly devour the (spiked) peperonni pizza, leaving only a small anchovy pizza for Sora, who stalks off with it to the guest room, where he finds a note on the box warning about the other pizza. He bolts back downstairs to find that the girls have finished the pizza, and are now INCREDIBLY horny. They chase him all over the house, and he is eventually cornered by Girl Rikku and Kairi.
The imminent rape is averted by Tifa and the white haired guy crashing through the roof. They have been possessed by Ansem (still KH1) and are trying to kill Sora. Sora reaction commands his way over to his crown necklace, which he seems to need to summon the keyblade and make an instantaneous costume change from his pjs to his KH2 outfit.
The fight eventually moves outside, where Sora sees Etna and an army of demons marching on Girl Rikku's house. Laharl and Guy Riku appear, and Laharl offers to hold off Tifa and the white haired guy while everyone else fights Etna and the demon army. The girls are unsure about fighting against such odds, but Sora is easily able to rally them into marching with him by promising to screw their brains out if they don't all die horrible painful deaths.
Aaaand... that's about it. It's a comic on deviantart that never got finished.
