No, the original was way older.

This I believe was from an OVA in the 90's.

It's from the Shin Cutie Honey (New Cutie Honey in the US) OVA series. Not to be confused with the 2004 Re:Cutie Honey OVAs by Gainax. Really solid fanservice in this one though.
