Person in power armor should at least be a head taller and be wider. That's what always bothered me about the newer Fallout 3 and NV (In my opinion, 4 goes overboard and makes them miniature mech suits). That's what mods are for, I guess.

And that better be the PC or random person who stole Enclave power armor. Otherwise SGT Dornan's spirit will yell-haunt that soldier for the rest of eternity for consorting with muties instead of eradicating them.
