This actually happened to me before. I wanted to get a Pikachu to test the Z move and after capturing one, I get constantly bombarded by Pikachu after Pikachu. Apparently their not so rare at night, from what I can assume.

If I recall correctly, Pikachu's ability, Static, has the secondary effect of attracting electric types.
