A lot of people use "seiyuu" specifically for Japanese voice actors, and only use "voice actor" or "VA" for English ones. It's easier than specifying with "English" or "Japanese" every time.

To add to that, A 'seiyuu' has a cultural significance, whereas a voice actor does not. You're witnessing live acculturation.
