People are not surprised by Velvet because of how much skin she shows, but rather because everything on her its torn to shreds at any moment. Judith leaves little to the imagination, but her clothes are solid. Mind, I am all for a reason behind Velvet's clothes; maybe wearing the same thing day in and day out actually wore them out? Madness!
