Obviously it's a PLATONIC hug-nuzzle with a warm red-pink background (indicating emotional passion) and a heart (a near-universal symbol for romance), with one of the girls blushing (a sign of both infatuation and unsureness, a sign that this sort of interaction isn't common) while the other has her eyes closed (a symbol of trust and happiness)!
