well anon1 the thing in DBZ is, the main bad guy is supposed to look less monstrous the more powerful and evil they get.

It's true. What I don't like about it, however, is how they tend to get "locked" into their final forms once they enter them. Fat Buu's still around, sure, but we'll never see First Form Frieza or Imperfect Cell ever again. I get why we never will, but I always considered their base forms more interesting design-wise. Final Form Frieza doesn't look intimidating at all, and Perfect Cell looks like an asshole in a stupid outfit.
