If it's the anime, Mewtwo wins pretty easily. Arceus had a tough time with his own creations lmao! If it's in the game, than Arceus probably wins due to better base stats in defense and shit.

Mewtwo is in the zone where he can rolfstomp every legend on the list and more. This is even considering Arceus' stat advantage. Mewtwo is just too well equipped.
