Futas don't necessarily need to have a vag. Basically so long as it isn't an actual guy it counts.
Guy with boobs = not futa
Girl with dick = futa
The line between the two can get blurry sometimes but if you're a futa aficionado you can tell the difference.

No, the term futanari means dual form. It literally means somebody who has both a penis and a vagina, i.e. they have both sex organs. Breasts aren't sex organs. So what makes somebody a futa isn't having breasts and a dick, but a dick (with or without balls) and vagina.

The more accurate term for this picture is newhalf. According to the tag wiki newhalf means "Similar to futanari, but possessing no female genitalia. That is to say, the character has a female body but male genitals."

I couldn't find a definitive answer on the forums whether this should get both tags or not so I will ask before changing it. I do suspect the answer will be to get take away the futanari tag.
