By the time you make it to the end of the game, it looks pretty tame compared to all the other shit he pulled.

Also, by his haywire anything-to-advance-SCIENCE! sense of morality, it was justifiable. I mean, Red XIII was supposedly the last of his kind, but those cubs had to come from SOMEWHERE, right?
