Is not exactly simple. The colors are very balanced, not highly contrasted. The stroke is also regulated so that high-details aren't saturated. There's an overall watercolor/acrylic paint feel, apparently irregular yet uniform. And of course, the skill needed to draw that pose, that expression and those details.
I think the reference would be the work of Alphonse Mucha.

Anon2: You are correct with the reference to Mucha. This is very much Art Nouveau, and more specifically, this is pretty much his exact style.

Simplicity is hard... the most difficult thing in art. Take a look at the work of Charles Shulz, the creator of Snoopy. His lines are sparse, his figures disproportionate... and yet, there is so much emotion conveyed.

Perfection is achieved, not when there is nothing left to add, but when there is nothing left to remove.
