anon2, you COULD just buy them Latex Panties that have a "Locking Waistband"...
It's a little leather band that is threaded through the latex, and you can buckle it in place, and even padlock it, if you wish...
The plugs are inserted, then the panties are pulled up, and the plug won't come out, unless the panties are removed!

Only issue I have is finding any places that HAVE "Latex Locking panties"
