I always took it as the shimmering of light from eyes that are watering up but not enough to tear. In older anime it often happened because the character (usually a girl) had just become really happy. Most guys think girls are cuter when they're happy. There's also the far-away-look of longing or, as in this case, a feminine sense of vulnerability.
