It would seem that the numbers do, in fact, represent their respective shoe sizes. The girl in the picture labelled with a 23.5 has feet that are noticeably smaller than this girl's feet or the girl in the picture labelled 25.0. The numbers are Japanese shoe sizes as well, further adding to the validity of this theory.

Yeah, I thought it was kinda obvious based on what redguard153 said. I also just really kinda obsess over shoe sizes so I just figured shoe-size-looking numbers in a feet picture were just that. I'm still amazed this girl's feet are a size 10. I thought it was pretty embarrassing for Japanese ladies to have feet that size. No that I'm complaining in the least.
