The answers you can give to people who ask tell you this. He was about to die, but they saved him turning him into a cyborg.
Through the game, you can make Adam victimize about the fact he never asked for this, but the honest part of him says that he does not really regret it. He can do more. He is stronger. And he knows that.

This is purely speculation and may be a bit of a leap.
But when you visit Adam's apartment, you'll find his mirror broken and a notice on his computer about how this has happened multiple times.
I wonder if that is Adam's reaction to seeing himself augmented, and could be a possible lead to how he feels about having underwent such a procedure.

If you make Adam appeal to Taggert through reason, he admits that it was a very confusing time for him and that he punched that mirror upon seeing his reflection. He never asked for it, as Omi said, and if anything, he despises having to undergo it.
