People often refer to things that aren't human as monsters, so a lady with strange green hair and some sort of fin in her chest, wielding psychic powers, le monster! Kinda a monster girl thing. I never thought of a part girl part cat as a monster, but then comes a lamia. Same general species dealy. same with pokémon
