Most of the secondary characters in IMOQ were pretty underdeveloped. The immediate main cast was good but everyone else was just 2-dimensional at best.

Technically not correct. There's an Avatar of Macha, the floating cat with the witch's hat, who appears throughout SIGN. It sacrificed itself and was remade into Mia, who then made a cameo in the epilogue episode, where a bunch of IMOQ characters met up with SIGN characters, mostly to just hang a lampshade on all the similar character designs.
