Hitomi just happened...
Sayaka wanted to give Kamijou a love letter, but he rejected her and returned the letter to her. Everyone tries to cheer her up in their own ways afterwards, but Hitomi stops by to show Sayaka a love letter she wants to give to Kamijou/received from him and probably apologises to Sayaka. Sayaka pretends to be happy for them, but the panel below is how she really feels and what happens.
Of course that's just my interpretation and I could be totally wrong, I hate Hitomi...
