this would usually be called a 9 headed dragon. But the difference between hydra and dragon blurs these days so hydragon could be possible. actually due this being a fantasy you could give it any name you want, all your names for it describe it.

Here in Russia we have this kind of hydra-dragon as the most famous type of dragon, the only native one. Wyverns, hydras, gargoyles and other dragon-like creatures are recognized as western folklore.
This multi-headed dragon is called "Zmei Gorynich". He is always malevolent.

The only hydra I know is the Greek hydra. And I for one would not call it a dragon. As for this... the only name I can think of is "Da-" because it'd kill you before you could finish.
