This is from the secret rules of the Ryuko agency: New heroes are not allowed to have long hair. Only "senior heroes" are allowed to keep the hair long after they have been employed for several years.
This is what many girls are have become vary about joining this agency after female heroes started leaking out this secret.

No characters should be allowed to keep their hair. It gives them character such as Froppy/Asui often keeps her hair as a bowtie
