From all crime lord, only Giovanni plan that make sense. He collect rare pokemon, raising funds to search for mew, somehow catch it, extract its DNA, and create a new pokemon that has unmatchable power at that time just to make him the strongest trainer. but sadly Mewtwo just too strong to be contained by normal mean. and so he decided to take master ball and use it to control Mewtwo. sadly, another badass, red, came by and stop him. It is because Giovanni underestimate him, Red manage to defeat him two or three times.

correct, except for the catching mew part. Giovanni never caught a mew, they found a fossil and extracted the DNA from that.

Cyrus plan doesn't sound to bad actually. But It is better plot for a manga rather than the game because somehow it lack of room and time to properly develop the plot and character development.
