I've always wondered why it is always classified as personification and not cos-play? There has been an episode or two with the knicker-bocker mudkip/zigzaggoon person.

I agree with anon 1, if a human dress up like a pokemon, it's cosplay, but if pokemon grew up like a human, it's personification, for example, like this one gelbooru.com/index.php?page=post&s=view&id=1053394
