She was the leader of Neo Arcadia and, of course, of the four guardians. And before you ask, Copy X was the result of the merging of these four, but was impaled by Zero in his wimpy form. After this, Ciel and Cial formed an alliance and the war between Neo Arcadia and Resistance was over. But that's just in the manga anyway. Seriously, I prefer the story of the game...
