Did some of you commenting not even watch this? It starts off with the girl and boy standing there but then sort of fades to next moment without it clear what happened during then. It's implied he put his hand on her hip and started stroking her thigh without asking but to what degree? Maybe he touched her in a gradually more sexual way from a non sexual starting point to see if she would object which would be non verbal consent and she nods her head in agreement up to point we see and looks around concerned of being seen and seems excited to a degree even though she otherwise acts very indifferent but her indifference isn't her freezing in fear it is her trying not to be noticed by others. She clearly consented to everything beyond that point even if you assume she did not to being touched sexually. Also because she enjoyed being touched no charges would be pressed for something as touching someone's hip and inner thigh. That isn't even always considered a crime or the same crime when it is, it depends on laws where in some places it would be called "sexual contact" and "sexual battery" in others while others it would be just "battery" if anything because the inner thigh isn't always listed in sex crime laws. Now, I'm not someone should do this if it is legal to go straight to a girl's thighs, just it legally isn't always considered something sexual or a chargeable offense if they respond positively and never made any rejection at any point. She also gently places her arm around him at one point while looking him in the eyes. Clearly she isn't being raped nor is it even dubious consent but more like mixed consent at different points presumably.

There is no way something like this would happen though obviously someone would notice them. Maybe if they were in a larger crowd by people distracted such as at a concert and if he didn't get half naked or if they were at least partially obscured by large objects.
