As I see it, creatures like that always have the possibility to do so, just choose their method. Like Ursaring which is clearly modeled after our Grizzly Bears, they can walk on two or four, Ursaring chooses to walk on two, but I bet you for damn sure if it ever wanted to, it could catch your ass and hyper beam you just as easily on four legs.
