Anon1 and Anon2 are wrong. As Anon3 said, 'loli' is referring to girls that look really young, whether or not they're actually as old as they appear. Shotacon is a similar idea for boys, except that they not only look young, but they're also much more effeminate than what might be normal.

Anon2, the term you're looking for is 'pederast' if the guy's a minor past puberty.
