This person is stealing art from other people, this is a traced image of a drawing from the artist spindles, you can find the exact image this is copied from on this site.

As peterfure3 has stated, this does indeed seem to be stolen from Spindles by Drycelll (index.php?page=post&s=view&id=4611672) although the possibility that Drycelll drew it first, and then Spindles colored it still exist.
