If it is Wakanae Yukari, top right corner, then yes, he does. Throughout the series he is only seen in his assumed crossdressed self. He's a heterosexual man married to a male-looking & -dressing woman. Both look more natural crossdressed, by the way.
If it is Yanagiba Masahiko (centre), he does it on occasion, mainly because of his cinema club fellow members. He didn't initiate it & he tries to avoid it as much as possible. He just becomes tolerant to that way of life, never fully embracing it.
As for Wakanae Shion (bottom right), it's still unknown which gender applies, even now the series is finished. But every illustration showing Shion's chest displays very feminine endowments, so I guess she's a girl who just loves to unsettle her timid cousin ...
Asaoka Yōko (left) is one of the rare main characters who never crossdress. It really is the theme of this manga though & one that regularly appears in Hōjō's works: more recently, the Chameleon in Angel Heart. :)
