Well, it's definitely Nipa, but it's not necessarily a reference to the broom riding ep.
Do to her penchant for breaking strikers Nipa is often assigned menial tasks, such as sweeping. The broom she uses for that and a broom for flying are the same, and the fact that she's naked would indicate that she's simply trying to masturbate, not fly and thus wouldn't need to have her ears out.
