Sad thing is, LONG before "present day" (let's say even before the time of Anri, Marth's most venerated ancestor), these two had a major falling out. According to background events detailed in FE Echoes: Shadows of Valentia, both Mila & her brother Duma once lived in Archanea, and loyally served Naga. They made the mistake of destroying a major human city (Thabes), which angered Naga, leading to nine days of battle against her [and Naga kicking their asses]. They were punished with banishment to what is now Valentia/Valm.
Mila even approved [and collaborated with] Duma's construction of a large tower atop a mountain that faced Archanea; Duma was obviously still bitter & wanted vengeance against Naga for their defeat & banishment.
I can only wonder how remorseful or bitter the tone of conversation would be in a hypothetical Naga/Mila duo/harmonic hero unit in FEH. They're effectively rivals.
