After all these years, I STILL couldn't tell you. I don't think I've ever seen her actually "use" those braceletes. My best guesses are that they're either the real deal but refrains from intentionally whacking people with them, accesories that are meant to intimidate her opponents, or possibly even weights kind of like you suggested
