I do believe that's Spain (Antonio). His eyes are the right green-gold color, brown, curly hair, lacking both an ahoge (not Italy) and Japan's straight cut ear tails.

If you go to the Pixiv site and translate the tags, it clearly says that it is Japan (Honda) and UK (Kirkland).
